Per Chapter 12.80.040 of the City of San Bernardino Municipal Code:
It is unlawful for
any group of persons, firm or corporation, society or organization which
anticipates an attendance of more than twenty-five (25) persons to
conduct any picnic, celebration, parade, service or exercise in any
public park or building or use any park facility, without first
obtaining a written permit from the Director as provided for in this
Chapter.
Chapter 12.80.130 of the City of San Bernardino Municipal Code provides information pertaining to park regulations.
Cause the amplification of sound exceeding twenty-five watts total output from all channels of equipment used except pursuant to an exclusive use permit.
Play or practice golf or use golf clubs in any area not designated for such use
Operate any motor driven model airplane except in areas designated for such use.
Operate or park any motor vehicle as defined in the California Vehicle Code within a park except upon areas designated for such use
Operate, drive, or ride upon any bicycle, unicycle, tricycle, horse or any other animal in any park except in areas designated and posted specifically for such use.
Leave any garbage, trash, cans, bottles, papers or other refuse elsewhere than in the receptacle provided therefore
Use or attempt to use or interfere with the use of any table, space of facility which at the time is reserved for any other person or group which has received a permit from the Director for the use thereof
Discharge or shoot any firearm, air gun, slingshot, or bow and arrow except at placed designated and posted specifically for such purposes.
Dig, remove, destroy, injure, mutilate or cut any tree, plant, shrub, bloom or flower, or any portion thereof except a duly authorized City employee in the performance of his duty
Remove any wood, turf, grass, soil, rock, sand or gravel from any park except a duly authorized City employee in the performance of his duty.
Cut, break, deface, or disturb any rock, building, cage, pen, monument, sign, fence, structure, apparatus, equipment or property except a duly authorized City employee in the performance of his duty.
Light or maintain any fire unless such fire is lighted and maintained only in a stove or fire circle or place provided for such purpose
Throw rocks or waste matter in unauthorized places
Bathe or wade in or otherwise pollute the waters of any pond, stream, lake or pool unless wading or bathing are allowed in designated streams or pools or portions thereof
Frighten, chase, set snare for, catch, injure or destroy any wide quadrupeds or birds; or destroy, remove or disturb any of the young or eggs of same, or to injure or maltreat any domestic or other animals
Camp, lodge or tarry overnight unless there are set aside certain places for this purpose; the provisions of Section 12.68.020 regulating loitering and tarrying in any public park is adopted by reference
Indulge in riotous, boisterous or indecent conduct; and no noisy, disorderly or offensive person shall be allowed within the park; the provisions of Chapter 9.32 prohibiting any person from drinking alcoholic beverages in a public place is adopted by reference.
Roller skate or bicycle upon tennis courts in any public park within the City
Enter any toilet
facility designated for the use of female persons within any public park
or go into the vault of or be within such toilet facility, excepting
there from females, boys under the age of six years, and public
employees while acting within the scope of their duties of cleaning or
repairing the toilets; or cut, deface, or make any writing or marking
on, the walls of any toilet facility or structure within any public
park.
The City of San Bernardino
Parks, Recreation and Community Services Department is proud to offer 6
community centers, 2 senior service centers, 26 parks and over 35 fields
for rental to hold your special event or tournament.
Applications:
Reservations of any City facility, park site,
community building or equipment will be accepted on the official
application form only. No phone reservations are allowed.
The special conditions supplement with fees and deposit form attached
must be used with applications that result in special
requests/conditions that are not listed on the Facility Use Permit.
Applications for community centers, park use or athletic fields will require all payment of fees and deposits/damage bonds. Payments will only be accepted at the Park and Recreation Main Office located at 201 North E Street, San Bernardino CA 92401. No credit cards will be accepted for payment over the phone.
Date of application should be the date submitted. Applications are accepted on a first-come, first-served basis, therefore the applicant must pay the required fees in order to reserve the facility no later than the Wednesday prior to event.
The facility and/or equipment desired should be specific and complete. Request for a community center should indicate the desired room as well as community center name.
Date and time of use should include any set up or clean up time as well as program time, the nature of the event, number of participants and planned activities should be described in detail in order to assure the correct size room or area and to determine the appropriate fees and deposits/damage bonds.
Application must be submitted a minimum of 10 working days and no more than 3 months prior to use. Applications submitted less than 10 working days prior to use may be denied due to failure to meet the required deadline established by City Municipal Code. Individuals must pay fees prior to the reservation being finalized. Fees must be paid within 72 hours of the initial application filing date. The only exception to paying prior to locking in the reservation will be for organizations, which require approval by boards or committees or who must pay by purchase order.
No alcoholic beverages are allowed unless a waiver of the prohibition ordinance has been approved and paid for and the insurance policy liquor liability furnished.
Fees may be paid by cash or credit card, but deposits/damage bonds must be in money order or cashier's check.
Fees, deposits, damage bonds, and special requirements such as, insurance certificates and crowd control plans, penalty fees for late cancelation or any other special condition listed on the application form and the special conditions supplement must be submitted by the applicant not less than 5 days prior to scheduled use date.
Refunds:
Refunds for cleaning deposits and damage bonds are available after 10:00 a.m. of the second working day after use (Tuesday if use is on Friday or the weekend).
Refunds on key deposits are made when all keys are returned. There is no refund of deposit if keys are not returned within two working days after use.
Refunds of tournament deposits may be approved only if tournaments are canceled 5 working days or more prior to use date.
The following will serve as a guide as to when insurance is required. This is only a recommended standard; any uses that are not clearly defined will be reviewed by the appropriate administrator.
Insurance is required when:
When alcohol will be served (liquor liability must also be included on policy)
When attendance is 100 or more
When reserving a community center room
When a bounce house is included in any rental
When user is a business, church, service club, or any other similar organization or association and attendance is open to the public or organization's membership
When use includes a high-risk activity or demonstration (i.e. karate, swimming, softball or other sports, etc.)
When admission is charged or donation will be collected
