The City of San Bernardino Public Works Department has five divisions: Administration, Engineering, Fleet Management, Integrated Waste Management and Operations & Maintenance:
The Administration Division is an internal service Division that provides overall leadership, direction, guidance and support for the entire Department.

The Engineering Division is responsible for the inspection and construction management of streets, sewers, storm drains, traffic signals, traffic signs, pavement markings, construction projects, maintenance projects; planning, design and project management of the City's 5-year Capital Improvement Program (CIP). The Division also includes the Real property Section, which is responsible for property sales and acquisitions; right-of-way & easements, annexations and assessment districts.

The Fleet Management Division maintains the City's police vehicles, motorcycles, refuse trucks, and other City-owned vehicles. It also operates and maintains the diesel, unleaded gas, compresses natural gas (CNG), and liquid natural gas (LNG) fueling station. The CNG station is available to other government agencies and the public. The Division maintains Department of Motor Vehicle registration for City vehicles and manages purchase of new vehicles.

The Integrated Waste Management Division provides collection services to residential and commercial customers for refuse, recyclable, and green waste. The Environmental Projects Section works to reduce solid waste disposal to landfills through source reduction, re-use, and recycling programs. The Section coordinates waste reduction, pollution prevention, and sustainable community initiatives and programming for San Bernardino government facilities, schools, businesses, and residents within the City.

The Operations & Maintenance Division maintains all streets, sidewalks, curbs, gutters, street signs, traffic signals, street lights, storm drains and sewer main lines. Its also works cooperatively with the San Bernardino Police Department Graffiti Task Force and other agencies in the prevention and removal of graffiti. The Division also includes the Facilities Management Section, which is an internal service division that provides preventative, responsive and emergency maintenance services to 142 City buildings. Along with maintaining building systems, the Division provides custodial maintenance to 39 buildings. The Division is responsible for payment and monitoring of all utilities.
