Solid Waste Rates

The Mayor and City Council are considering an increase to the Maximum Permitted Service Rate for solid waste collection. This webpage was created to:

  • Inform you about all potential changes that may affect your bill or other services offered by Burrtec to both residential and commercial customers
  • Answer frequently asked questions
  • Invite you to the public hearing at which changes will be considered

Public Hearing

The Mayor and City Council will conduct a public hearing in compliance with the California Constitution Article XIIID, Section 6 (commonly referred to as Proposition 218), regarding proposed increases to the Maximum Permitted Service Rates related to the “City of San Bernardino Exclusive Franchise Agreement for Integrated Solid Waste Collection, Processing and Disposal Services with Burrtec Waste Industries, Inc." The public hearing will take place:

Free parking is available in the City Hall parking structure located adjacent to the 201 building. We recommend parking on the third or rooftop level of the parking structure as building entrances are more easily accessible from those levels. Building entrances are located off of E Street next to Big 5 Sporting Goods and the rooftop (level 5) of the City Hall parking structure.

Rate Information

Basis for Rate Increases

Effective April 1, 2016, the City of San Bernardino entered into an exclusive franchise agreement with Burrtec Waste Industries, Inc. (Burrtec) to provide trash, recycling and some right-of-way services to City residents and businesses. The City sets the Maximum Permitted Service Rate (MPSR) to ensure that Burrtec is able to fund the costs of providing safe and reliable solid waste collection, processing and disposal services while protecting the residents and businesses from unreasonable rate increases. The City sets the MPSR under the franchise agreement which is the maximum rate the franchisee may charge residents and businesses.

Proposed Solid Waste Rates

The City of San Bernardino Public Works Department is proposing a schedule of increases for the next four years (2018 thru 2021) in accordance with the franchise agreement.  This franchise agreement allows for a rate adjustment to a maximum of a 5% increase annually beginning July 1, 2017.  The proposed rates under consideration include a negotiated rate increase of 1.92%, Consumer Price Index (CPI) adjustment only, effective April 1, 2018 and authorization of up to the maximum allowable rate increase of 5% each July from 2018 to 2021. The franchise agreement requires Burrtec to submit justification for any requested increases.  As represented in the requested April 1, 2018 rate increase, the actual approved rate increase for any year could be less than the 5% maximum. 

Schedules of proposed increases for typical customer categories are included below.  This schedule represents the maximum permitted rate increase for July 1, 2018 through 2021. As stated above, the actual annual increase could be less. Protest Process

In accordance with Proposition 218, any record owner of a parcel upon which the proposed charges will be imposed and tenants directly liable for the payment of the proposed charges has the right to submit a formal written protest to the proposed rates, but only one protest may be counted per parcel. Written protests may be submitted as follows:

or at the public hearing scheduled for 5 p.m. on March 21, 2018 at the City Council Chamber located at 201 North E Street, San Bernardino, CA 92401. Written protests must be received prior to the conclusion of the public input portion of the public hearing. Written protest must include the following:

  1. State that the identified property owner or tenant is in opposition to the proposed rate increase to the fees;
  2. The location of the identified parcel (by assessor’s parcel number or street address); and
  3. The name and signature of the property owner or tenant submitting the protest.
