Traffic
The Public Works/Engineering Division is responsible for the inspection and construction management of streets, sewers, storm drain signals, traffic signs, pavement markings, construction projects, maintenance projects, and assessment districts.
The division is responsible for all of the public contracts and construction projects that use public funds. It prepares and updates the 5-year Capital Improvement Program, ISTEA, and other Federal Funding Programs; provides inspection and contract administration for the projects and also provides this service to the Inland Valley Development Agency (IVDA) and Economic Development Agency (EDA) upon request. It provides all of the inspection services related to streets, sewers, signals and other improvements with the exception of buildings.
The Real Property Section is a section of Engineering. It maintains all records of leases, right-of-ways, property assets, easements and annexations. It also provides for the operation, maintenance, and inspection services on 37 assessment districts.
All traffic signals, traffic control devices, and pavement markings are determined by the Traffic Section, which also evaluates all developments for traffic related concerns and reviews all Traffic Impact Analyses. Traffic also evaluates the need for crossing guards, stop signs, time limit parking, and painted curbs and staffs the Traffic Safety Committee. Accident records are maintained in a computer database for evaluation and recommended action.
The National Pollution Discharge Elimination System (NPDES) section provides staff for inspection of 270,000 feet of underground storm drains, water quality testing for reporting, education committee participation, contract compliance with Notice of Intent and permit requirements, and public education programs.
NPDES is a function established in all municipalities nationwide to comply with the Federal "Clean Water Act of 1972", and subsequent regulations.
