Lt. CastroLieutenant Jose Castro - Northern District Commander

Jose Castro began his career with the San Bernardino Police Department in 2005. After his initial patrol assignment, he was assigned to the Traffic Unit as a Motor Officer in 2007. In addition to his traffic enforcement duties, Jose frequently volunteered to speak at community events and meetings, to include the inaugural Citizen’s Academy hosted by the Department. 

In 2012, Jose returned to patrol and served as a Field Training Officer until 2017, when he was promoted to Detective and transferred to the Homicide Unit. In 2019, Jose promoted to the rank of Sergeant and returned to operations as a Patrol and FTO Supervisor. While a Sergeant, Jose was named as an Assistant Watch Commander, serving the community during the weekend-evening shifts. Jose subsequently transferred to the Emergency Operations Center, where he coordinated large scale events, oversaw special projects and supervised the Intel Bureau and Fleet Unit.

In 2021, Jose promoted to Lieutenant, assigned as the Northern District Commander. He oversees the FTO program, Traffic Unit, and COAST.  Jose enjoys engaging the community on a personal level and looks forward to his new role in the community-oriented department structure.

 
cintron websiteLieutenant Miguel Cintron – Personnel and Training Manager

Lieutenant Miguel Cintron joined the San Bernardino Police Department in 2004. As a patrol officer Miguel proudly served in every district of the City and served as a Field Training Officer (FTO) for 10 years. Miguel also served as an Investigator on the San Bernardino County Auto Theft Task Force (SANCATT).

In 2018, Miguel was promoted to the rank of Detective. He served as a Patrol Corporal and Field Training Officer as well as the Department Recruiter and Training Corporal. In 2019, Miguel was promoted to the rank of Sergeant and served as a Patrol Supervisor, Central District Sergeant and the Personnel and Training Unit Manager. Miguel was promoted to the rank of Lieutenant in 2021 and is currently serving as the Personnel and Training Manager. Miguel is a graduate of California State University Fullerton and holds a bachelor’s degree in Sociology and a minor in Criminal Justice.

 

 

 

 

Lt. Echevarria

Lieutenant John Echevarria - Western District Commander

Lieutenant John Echevarria was born and raised in San Bernardino. He is a certified Spanish speaker and proud to serve the community he called home. John began his career in Law Enforcement with the Upland Police Department in 1996.

In 2002, he joined the San Bernardino Police Department. John worked Patrol and various special assignments as a police officer, including with the Canine Unit, Crime Impact Team, Bicycle Mounted Enforcement Team (BMET), Special Weapons and Tactics Team (SWAT), Hostage Negotiations Team, Explorer Post, Field Training Program, and Honor Guard Detail.  In 2015, he was promoted to Detective, where he served as a Patrol Corporal, Field Training Officer, Burglary, Larceny, and Robbery Detective. While in the Detective Bureau, he also conducted numerous arson investigations and has partnered with the San Bernardino County Fire Department – Fire Investigation Unit. He was also an instructor with the Police Activities League (PAL) workshops. In 2018, he was promoted to Sergeant, where he served as a Patrol Supervisor, Watch Commander, SWAT Assistant Team Leader, Canine Unit Coordinator, Field Training Program Supervisor, Volunteer Services Manager, Reserve Unit Supervisor, Social Media Coordinator, Community Affairs Bureau Supervisor, District Resource Office (DRO) Supervisor, Community Outreach and Support Team (COAST) Supervisor, and bilingual Public Information Officer (PIO).   In 2023, John was certified to Lieutenant where he was formerly the Eastern District Commander. He is currently the Western District Commander and manages the Canine Unit, Volunteer Services, and Off Highway Vehicle Enforcement Program (OHV). He is a CERT Program Instructor and Canine Team Evaluator.

John is a graduate of San Bernardino Valley College (SBVC) with an Associate’s Degree in Administration of Justice, California State University of San Bernardino (CSUSB) with a Bachelor’s Degree in Criminal Justice, and California Baptist University (CBU) with a Master’s Degree in Public Administration. He is also a graduate of the Sherman Block Supervisor Leadership Institute, Class 498.

 

 

FloresLieutenant Eddie Flores - Investigations Bureau Manager

Lieutenant Eddie Flores joined the San Bernardino Police Department in 2005. Eddie worked Patrol and various special assignments as a police officer, including Problem-Oriented Policing, Parole Coordinator, and as a San Bernardino Movement Against Street Hoodlums (SMASH) Gang Officer. He was cross-sworn with the FBI Gang Impact Team (GIT) Task Force.

In 2014, he was promoted to Detective, where he served as a Gang Detective, Patrol Corporal, Field Training Officer, Crimes Against Children Detective, and Homicide Detective.  As a Detective, he was temporarily assigned to a San Bernardino County Homicide Task Force, which investigated gang homicides and other violent crimes in the city. He is a court recognized gang expert and a department instructor in gangs, search warrants, and innovative investigative techniques.

In 2018, he was promoted to Sergeant and served as a Patrol Supervisor and a Detective Sergeant in the Investigations Bureau. He supervised the Specialized Crimes Unit and was the auxiliary Homicide Sergeant. Eddie was instrumental in our agency joining the Los Angeles Police Department Internet Crimes Against Children (ICAC) Task Force.  This task force provides the resources to properly investigative child exploitation and the distribution and possession of child pornography.

Eddie was promoted to Lieutenant in 2020 and was the Western District Commander.  He is also the Manager of the Unmanned Aerial Vehicle program.  He is also an instructor for the Police Activities League and takes pride in working with the youth of our community. In 2023, Lieutenant Flores was assigned to the Investigations Division.

 

Lt. KingLieutenant Jason King – Special Investigations Bureau Manager and SWAT Commander

Lieutenant Jason King began his career with the San Bernardino Police Department in 1998 after he graduated from the San Bernardino County Sheriff’s Department Basic Academy. As a Police Officer, he worked Patrol for several years and was assigned to numerous specialized assignments to include, Problem-Oriented Policing, Field Training Officer (FTO), Multiple Enforcement Team/Gang Unit- SMASH (San Bernardino Movement Against Street Hoodlums) and was as an operator on the department’s SWAT team for nearly a decade.

In 2010, Jason was promoted to the rank of Detective where he was cross-sworn obtaining federal credentials, which allowed him to participate on an FBI Fugitive Apprehension Unit for five years, working under a top-secret clearance. In 2017, he promoted to the rank of Sergeant and served as a Supervisor for the Operations Division, Field Training Program, Specialized Crimes Unit, and the Homicide Unit.

In 2021, Jason promoted to the rank of Lieutenant and is currently the Special Investigations Bureau Manager and SWAT Commander. He is responsible for managing the SWAT team, Vice Unit, Narcotics Unit, Multiple Enforcement Team (MET), and the Special Investigations Unit. Jason earned a Bachelor of Science Degree in Business Management from California Coast University.

 

KohrellLieutenant Jennifer Kohrell - Community Affairs Bureau Manager

Lieutenant Jennifer Kohrell began her career with the San Bernardino Police Department in 2003. Her assignments have included Patrol Officer, CITE team member, Problem-Oriented Policing, Field Training Officer, District Resource Officer, Narcotics/Vice Officer and was cross sworn with the FBI Human Trafficking Task Force. In 2012, Jennifer was promoted to the rank of Detective and assigned to the Specialized Enforcement Bureau until she was transferred to the Personnel and Training Division, where she completed background investigations and updated the Field Training Officer guide. She was selected to be a Detective for Professional Standards. In 2016, Jennifer was promoted to the rank of Sergeant, and her assignments included Patrol Supervisor, Emergency Manager, Community Emergency Response Team (CERT) Manager, Special Events Coordinator, Terrorism Liaison, and Task Force Program Supervisor. She currently has a Secret Clearance with the FBI. After promoting to the rank of Lieutenant in 2019, she became the Northern District Commander and was eventually transferred to the Southern District Command. Lieutenant Kohrell also went on to manage the Investigations Bureau, oversaw the Volunteer Services Programs, and is currently Commander of Community Affairs.

She has served as an instructor for Taser, CERT, Mounted Enforcement Unit, and the Incident Command System. She has been a member of the Honor Guard Detail and the Mounted Enforcement Units for the last 17 years, and currently manages the Mounted Enforcement Unit. She is a graduate of the National Emergency Management Advanced Academy and possesses her Terrorism and Homeland Security Specialist Certificate through California Officer of Emergency Services. She is highly active in our community as a Police Activities League instructor and mentor. She has also served as a Youth Court Judge with the San Bernardino City Unified School District. She was also selected as the Officer of the Year in 2011.



Lt. LunaLieutenant Ernest Luna - Eastern District Commander

Lieutenant Ernest Luna began his career with the San Bernardino Police Department in 2005 when he was assigned to the Central District as a patrol officer. After his initial patrol assignment, he was assigned to the Bicycle Mounted Enforcement Team (BMET) before joining the San Bernardino Movement Against Street Hoodlums (SMASH) and Multiple Enforcement Team (MET) in 2008. Ernest also joined the Special Weapons and Tactics (SWAT) Team the same year and is still proudly serving the SWAT team as a team leader. Ernest was also assigned to the San Bernardino County Auto Theft Taskforce Team as an investigator and served as a member of the Honor Guard Detail before promoting to the rank of Detective.

Ernest returned to MET as a Corporal/Detective before being assigned to the Personnel and Training Unit. While in the Personnel and Training Unit, Ernest assisted with hiring over 50 officers and trained many others in police tactics, policies, and procedures. Ernest was promoted to the rank of Sergeant in 2019 and served as a Patrol Supervisor, later transferring to the Central District as a District Sergeant. Ernest was later assigned to the Special Investigations Bureau as the Vice Sergeant. He is credited with forming the current Vice Team, which was the first of its kind in the city. In addition, Ernest has supervised critical incidents throughout the county and the city throughout the course of his career. Ernest is a gang expert and a department instructor in firearms, diversionary devices, active shooter response, less lethal, chemical agents, patrol rifle, and Taser. Ernest continues to mentor and train officers on these aspects of police work.

In 2022, Ernest was certified to the rank of Lieutenant, assigned as the Eastern District Commander. He has since been promoted to Lieutenant and is Commander of the Eastern District. Additionally, he oversees the Drone program and Illegal Street-Vending. Ernest enjoys engaging with the community and looks forward to his new role.



MahanLieutenant Michele Mahan - Emergency Manager

Lieutenant Michele Mahan began her career with the San Bernardino Police Department in 1995 after she graduated from the San Bernardino County Sheriff’s Department Basic Academy. As a Police Officer, she worked Patrol, Problem-Oriented Policing, Hostage Negotiations, and in the Personnel and Training Division as the Department Recruiter. Michele was also a Drug Recognition Expert and Field Training Officer.  In 2007, Michele was promoted to the rank of Detective, and she continued as the recruiter before she was transferred to the Investigations Division and assigned to the Crimes Against Children Unit. After two years, she was reassigned to the Homicide Division, where she served as a Homicide Investigator for an additional five years. In 2015, Michele was promoted to the rank of Sergeant, and her assignments included Patrol Supervisor, Field Training Program Supervisor, Hostage Negotiations Team Supervisor, and Supervisor of the Robbery, Burglary, and Homicide Units.  In 2020, Michele was promoted to the rank of Lieutenant and became the Western District Commander.  She currently serves as the Emergency Manager. As the Emergency Manager, she oversees Special Events, Emergency Operations Center, and the Criminal Intelligence Unit.

Michele is a graduate of Cajon High School in San Bernardino. She holds a Bachelor of Science Degree in Psychology from the University of Phoenix and a Master of Science Degree in Industrial and Organizational Psychology from Grand Canyon University. She is a graduate of the Sherman Block Leadership Institute, Class 415, as well as the California POST Command College, Class 71.



Lieutenant OldendorfLieutenant Nicholas Oldendorf - Southern District Commander

Lieutenant Nick Oldendorf began his career with the San Bernardino Police Department in 2005 as a patrol officer assigned to the western district. As a police officer, Nick has been assigned to various special details to include, Graffiti Task Force, Multiple Enforcement Team, SWAT, and Gang Unit.

In 2012 Nick was promoted to the rank of Detective and remained in the department Gang Investigations unit until transferring to the Homicide unit in 2016. While assigned to the Homicide Unit, Nick was temporarily assigned to a County Wide Homicide task force focusing on gang related homicides and violent crime.

In 2018, Nick was promoted to the rank of Sergeant, serving as a patrol supervisor and Emergency Operations Manager. While assigned to the Administrative Services Division as the Emergency Operations Manager, Nick was responsible for citywide special events coordination and supervision of the crime analysis unit, fleet division, grant management and various department programs.

Nick is a gang expert and a department instructor in firearms, diversionary devices, active shooter response and dignitary protection and served as a sniper on the department SWAT team. Nick has extensive investigative knowledge and has trained department personnel on criminal investigations and search warrants. Nick earned a Bachelor of Arts Degree in Business Management from California State San Bernardino. In January 2021 Nick was promoted to the rank of Lieutenant where he served as the department day-shift watch commander. Nick currently serves as the Southern District Commander and oversees operations at the San Bernardino International Airport.



Lt. PellisLieutenant Brian Pellis - Communications and Records Manager

Lieutenant Brian Pellis was born at March Air Force Base in Riverside and raised in Redlands. He began his career with the San Bernardino Police Department as a Reserve Police Officer in 1997 at the age of 19.

While serving the community as a Reserve Officer, Brian pursued his college education, earning a Bachelor of Arts Degree cum laude in Government from Claremont McKenna College in 1999. Brian then furthered his education by attending Loyola Law School in Los Angeles, where he earned his Juris Doctorate Degree in 2002. A firm believer in lifetime learning, Brian went on to earn a Master of Public Administration degree from the University of Southern California in 2016, graduating first in his class.

Upon successfully passing the California Bar Exam in 2002, Brian practiced law as a civil litigation attorney specializing in the defense of cities, counties, law enforcement agencies, and other public entities in state and federal courts. Brian also served as the Acting Assistant Inspector General for the Los Angeles Police Commission, where he managed a team of special investigators and police performance auditors responsible for oversight of LAPD operations and consent decree compliance.

After practicing law for five years and serving as a Reserve Police Officer for 10 years, Brian became a full-time Police Officer in 2008. As a Police Officer, Brian held assignments as a Patrol Officer, Field Training Officer, Problem Oriented Policing/District Resource Officer, and Vice Investigator. In 2012, Brian was certified to the rank of Sergeant, serving as a Patrol Supervisor, Watch Commander, K-9 Unit Supervisor, Field Training Program Supervisor, Cadet Program Supervisor, and Reserve Unit Supervisor. He was also assigned as the Department’s Personnel & Training Unit Manager, where he was responsible for hiring new police officers and professional staff, as well as providing in-service and continuing education training to all Department personnel.

Brian was promoted to the rank of Lieutenant in 2017, performing the duties of Executive Officer and Patrol Watch Commander. As a Lieutenant, Brian was also assigned to work for the City Manager, completing special projects and helping to create and facilitate the City’s Community Organization and Rebuilding Effort (CORE) task force. Brian currently serves as the Communications and Records Manager which oversees the Dispatch and Records Division.



Lt. RamirezLieutenant Alberto Ramirez - Professional Standards Bureau Manager

Lieutenant Alberto Ramirez was raised in Huntington Park, California. Lieutenant Ramirez joined the United States Marines Corps in 1998. In September 2003, Alberto was honorably discharged from the United States Marines Corps. He attained the rank of Sergeant and held top-secret security clearance. Alberto served in multiple capacities with deployments to Asia, Europe, and South America. He operated as a Marine Embassy Guard, Infantryman, and trainer and was recognized for his service with numerous medals and awards.

In October 2004, Lieutenant Ramirez joined the San Bernardino Police Department. As an officer, Lieutenant Ramirez worked assignments in patrol, Operation Phoenix Officer, and District Resource Officer. Alberto continuously volunteers to speak with the community and participated in the Youth Build Charter School program.

Lieutenant Ramirez also served as a Narcotics Officer (Street team), and Narcotics Task Force Investigator with the California Department of Justice, Inland Crackdown Allied Task Force. The task force consisted of multi-agencies that targeted Colombian and Mexican drug cartels within the United States. In 2014, the INCA task force team was recognized by the California Narcotics Officers Association Region V, with the Major Narcotics case of the year.

In September of 2015, Lieutenant Ramirez was promoted to the rank of Corporal where he served as a Field Training Officer. Alberto was recognized as the San Bernardino Police Officer of the year, in June of 2016.

In January of 2017, Lieutenant Ramirez was assigned to the Professional Standards Bureau. In addition to his duties as a detective with the Professional Standards Bureau, he served as a panel member during the hiring phase of recruitment to ensure the successful future of the San Bernardino Police Department.

In November of 2018, Lieutenant Ramirez was promoted to the rank of Sergeant and was assigned to the operations division as a field supervisor. In June of 2019, Lieutenant Ramirez was re-assigned to the Professional Standards Unit as the unit supervisor. Alberto assisted with training new detectives assigned to the unit and the implementation of new Public Records Request requirements (SB1421).

In 2023, Alberto was promoted to the rank of Lieutenant and assigned to manage the Professional Standards Unit.

Alberto is a graduate of El Camino Real High School. He holds an Associate of Science Degree, in Administration of Justice, from Victor Valley College, a Bachelor of Science Degree, in Criminal Justice Administration, and a Master of Arts degree in Education from the University of Phoenix. Lieutenant Ramirez enjoys attending sporting events, traveling, and hiking.

Lieutenant John Vasek began his career with the San Bernardino Police Department in 1990. As an Officer, he worked patrol, problem-oriented policing programs, and was a SWAT Operator and Team Leader for six years. In 2001, John was promoted to the rank of Detective, and was a burglary detective, robbery detective, assigned to the FBI office in Riverside for five years working under a top-secret clearance, Inland Regional Apprehension Task Force, and was a flight officer and supervised our air unit. In 2013, John was promoted to the rank of Sergeant and was assigned to the patrol division. He later led the city Violent Crime Task Force consisting of SBPD, ATF, Homeland Security, Parole, Probation, and SBUSDPD. In twenty months, the team recovered 511 firearms, made 340 arrests, and recovered over seven pounds of methamphetamine and two pounds of cocaine.

John managed the police operations and security forces at the San Bernardino International Airport (SBD). He interacted with the Secret Service, the US Marshals, FBI, Customs and Border Protection, US Air Force, US Marines, the Boeing Corporation, and the Defense Contract Management Agency (DCMA).

In 2020, John was promoted to the rank of Lieutenant and became the Professional Standards Bureau Manager. In 2022, he was transferred to the Patrol Division where he currently serves as the Watch Commander assigned to the day shift. John graduated from the Sherman Block Supervisory Leadership Institute, Class 362.
